From “Harmful” to “Risky”: Instagram Expands Its Definition of Sensitive Content for Teens

With its new PG-13 system, Instagram is significantly expanding its definition of what constitutes sensitive content for its teenage users, moving beyond the explicit to include more nuanced categories like “harmful” and “risky.”
The new “13+” default setting for under-18s will now filter content that, while not breaking major platform rules, could encourage what Meta calls “harmful behaviors.” An example provided was content featuring marijuana paraphernalia, which might normalize substance use for a young audience.
The platform will also target “risky stunts.” This is a direct response to the phenomenon of dangerous online challenges that can lead to injury. By deprioritizing this type of content, Instagram hopes to reduce its virality among teens.
This expanded definition also includes “strong language.” While profanity is common online, the platform is now taking the position that it is not appropriate for the default teen experience, aligning its policy with the standards of a PG-13 film.
This more comprehensive and subtle approach to content moderation is a major undertaking that will rely heavily on the accuracy of its AI systems. Critics are questioning how these subjective categories will be defined and enforced, and are demanding transparency to ensure fairness and effectiveness.
