In a major diplomatic shuffle, President Donald Trump is engineering a new security order for Ukraine that places Europe at the forefront. The plan, which sees the U.S. taking a step back, was recently outlined to Russian President Vladimir Putin.
This new arrangement was first detailed to Ukrainian President Volodymyr Zelensky and European leaders in a meeting on August 18. Having established this baseline with allies, Trump then engaged Putin to inform him of the shift in U.S. strategy.
The core of Trump’s initiative is that “significant security guarantees” for Ukraine are now Europe’s responsibility. The United States, he explained, will transition into a “backup” role, supporting the efforts of its European partners.
This is all part of a larger conversation Trump is having with the Kremlin. He has revealed that these talks, including an August 15 meeting in Alaska, also include discussions about the long-term strategic goal of reducing their nuclear arsenals once the Ukraine conflict ends.
