China Launches Bold Five-Year Initiative to Modernize Agriculture and Rural Areas

China’s State Council has unveiled a comprehensive five-year strategy to advance agricultural and rural modernization from 2026 to 2030. This ambitious plan emphasizes enhancing food security, boosting agricultural productivity, and elevating living standards in rural regions. Central to the plan is the goal of increasing grain production capacity to around 725 million tonnes by 2030, alongside maintaining a high standard of agricultural product quality with a pass rate of at least 98 percent for safety inspections.

The strategy aims to bolster the agricultural sector’s quality and competitiveness, building on China’s modernization objectives. It also seeks to solidify achievements in poverty reduction while addressing the growing consumer demand for healthier, high-quality agricultural products. Key initiatives in the plan include the promotion of green agricultural development, meat production, and rural sewage treatment, coupled with enhancing technological innovation and raising farmers’ incomes.

Emphasizing sustainability, the plan outlines the need for expanding high-standard farmland and improving agricultural research and innovation. It also focuses on developing cold-chain logistics and integrating artificial intelligence into agricultural practices. The modernization of agricultural product processing and the promotion of eco-friendly farming practices are other critical components of the strategy.

Chinese authorities are keen on transforming agriculture into a more advanced industry, ensuring balanced development between urban and rural areas. This involves supporting emerging sectors like intelligent breeding technologies, new-energy agricultural machinery, and agricultural bio-manufacturing. In 2025, China’s grain production reached nearly 715 million tonnes, marking two consecutive years above the 700 million tonnes threshold. The contribution of scientific and technological progress to agricultural development, which currently stands at over 64 percent, is expected to rise to 67 percent by 2030.

Overall, the plan aims to make significant strides in agricultural modernization, ensuring stable supplies of essential food products while catering to the evolving demands of a growing population. Through these measures, the Chinese government intends to create a robust agricultural framework capable of sustaining the country’s long-term development goals.
